Qualities that a ruler must have and the understanding of administration in the Ottaman master's thesis according to XIV-XVI century siyasetnames

Siyasetnames, covering various sciences and political traditions, are works written to teach the principles of good governance to statesmen and administrators. Our study consists of an introduction and three parts. In the introduction part of our thesis; after examining the definition, subject, general characteristics, form and method of siyasetnames, information about the tradition of siyasetnames before and after Islam is given. In the first part; after shedding light on the tradition of Ottoman siyasetnames and classifying the politics, the main siyasetnames that we have dealt with in this thesis are introduced. In the second part; according to these siyasetnames, the qualities of ruler were examined under four headings as military, managerial, moral, personality and character traits. Rulers have always been regarded as worthy of praise and holy as they are seen as "the shadow of God on earth" in the siyasetnames. For this reason, at the end of this section, the praises of the authors to the ruler are also included. Finally, in the third part; after examining the concept of state and principles of good administration according to siyasetnames, the principles of good administration such as determination in administration, loyalty to traditions, justice, consultation, merit, surveillance and precaution are examined, starting from the Ottoman understanding of administration. In addition, in this section, the importance of the vizierate in the administration, the role of the reaya in the administration, and finally the manners and procedures of those who serve in state duties are explained.
