The primary goal of the study is to clarify and present theinvestment climate provided for foreign entrepreneurs in Turkey.Today energy has a vital importance for the national economies. Themore the country economically develops, the more dependency on theenergy increases and this situation is accompanied with the requirement forfinding new energy resources.The oil is currently the primary energy resource of the world as it wasthe same in 20th century. It is still the number one item in world energyconsumption league and no chance is proposed for the near future.Therefore, each country in the world strives to have more and more oil.The countries including our country attach great importance to oilexploration and research activities. Oil Law # 6326 has introduced legalregulation for the oil exploration and research activities to be carried outwithin the territory of Turkey.Today?s common assumption claims that undertaking investments is amust for economic development; otherwise the production cannot beimproved and the development objectives cannot achieved; therefore, foreigninvestments are crucial especially for developing countries that suffer fromscarcity of resources.Host countries race each other to attract foreign investors due torespective significance of the foreign investments. Therefore, host countriesput into force their national investment legislations to determine the policy tobe followed for the foreign investment issues. Said legislations not onlyeliminate the limitations imposed on foreign investments but also offervarious incentives for foreign investors. Direct Foreign Investments Law #4875 constitutes a good sample for such legislations.In provisions concerned with the foreign investment, the Oil Law alsopermits the foreign entrepreneurs being involved in oil exploration andoperation activities and offers various incentives and facilities for foreignentrepreneurs.Keywords1.
