Abstract (EN)
Countries take care to apply the forecasts correctly in order to take the right step in terms of investment, expenditure and meeting the needs in the economic sense. Budget forecasting, which is closely related to all countries, is considered important in shaping the future. Thanks to the accurate estimation of budget revenues, it approaches the optimum profit level and minimizes the conflict between strategic objectives and operational needs. In this study, Artificial Neural Networks (ANN) method, which is increasingly important, has been utilized. This method is a technique that focuses on the solution of problems and at the same time relies on the interoperability of the interconnected process elements as a whole, which serves to find the pattern in the input-process-output stage and mimics the human brain. When the related literature is examined, although different methods for understanding the internal dynamics of the ANN model are revealed, the budget revenues are estimated by ANN method and the importance of the variables that have an effect on the budget revenues are listed in the scope of the study. In the first part of the study, budget revenues, in the second part ANN and demand estimation are explained. In the application part of the study, a related estimation model of budget revenues was established by using ANN and the estimation was realized. As a result of the application, it has been shown that artificial neural network method is an effective demand estimation method. Keywords: Budget Revenues, Artificial Neural Networks
