Abstract (EN)
The relationships between technological developments in the digital age are progressing uninterruptedly. While the emphasis is on examining and defining artificial intelligence talent, there is also a need for ethical discourse on the geographical location of artificial intelligence. Some of the reasons for this need are that artificial intelligence has an absolute and permanent place in human life and that it can limit individuals' thinking ability and social life skills; It is thought that it may cause problems in the areas where people operate in the coming years. These problems can be addressed by examining the philosophical boundaries and legal legislation and levels related to artificial intelligence. The discovery and production of the computer and the effects of the Industrial Revolution so far and the emergence of robots and programs that can think and act like humans; While it contributes to developments and changes in many fields such as technology, health and education, it has also begun to deeply affect the field of law. At the same time, the impact of the autonomous age is expected to contribute to the development of human rights. Some negative risk potentials, such as human rights violations that may occur as a result of the use of artificial intelligence, will also need to be addressed urgently. Based on the aforementioned issues, examining the concept of artificial intelligence in depth and giving importance to research and development activities is mostly aimed at the use of artificial intelligence in the field of law. Since the structural problems of the judicial system and the professional inadequacies of judges make it difficult to establish fair justice, it is seen that there are some developments in conducting trials using artificial intelligence systems, as well as various legal and ethical difficulties regarding the regulation of artificial intelligence technologies. As the age of automation rapidly integrates into human life, there is a serious gap in the development of legal frameworks to address accountability, transparency, privacy, prejudice and the impact of artificial intelligence on human rights. In our study, the legal framework of artificial intelligence is analysed within the framework of ethical principles. In this context, while the regulations regarding Turkish Law are evaluated, regulations in some other states are also mentioned in order to make comparisons. In addition, while analysing the impact of artificial intelligence on human rights and other sectors as well as its impact on law, ethical considerations have also been taken into account.
