Abstract (EN)

One of the most important tasks undertaken by development agencies is to reduce intraregional and interregional development disparities. The most important mechanism they have used to fulfill this task is financial support programs. Investment Incentives also aim to reduce regional development disparities with the support elements they have in their systematic. It is understood that the financial support programs of development agencies and the incentive system are trying to achieve similar objectives. In this study; the impact of development agencies' financial support programs and incentive systems on cities development are evaluated in consideration of investment, employment and immigration data. In addition, the effectiveness of the support elements of mentioned systems are compared in terms of time, exact and efficient use of resources, accounting, employment and investment priorities. While assessing impact and effectiveness; Data for 2009 are considered as initial. Because in 2009, the establishment process of all agencies was completed and a new incentive law was issued. In the mentioned evaluation, in the period covering 2009-2018, it was used as base that investments made within the scope of the incentive system in Bartın Province and supported by the Western Black Sea Development Agency which constitutes similarities between the incentive system and target groups are covered by the SME Financial Support Programs, Guided Project and Small Scale Infrastructure Financial Support Programs. As a consequence of the study, it is seen that the two systems have complementary and interchangeable aspects from time to time, and include some of their own advantages and disadvantages. Designing a hybrid system which includes the strengths of both systems revealed by this study, the services provided; It is considered that the resources are more effective and exact ort he institution that provides support, and will be easily understood and accessible ort he investors
