The rural area perspective on the new metropolitan law: The case of Adana

Abstract (EN)

Land administration seems impossible without dividing the country into territories. Turkey's administrative division takes a long historical process. The purpose of this paper is the metropolitan municipality partition. Comprising of at least three districts or first-tier district municipality, ensuring the coordination within these municipalities, carrying out the duties and responsibilities given by the law, using the authority, forming its decision-making body by election and having administrative and financial autonomy metropolitan municipality means a public legal entity. City municipalities with a total population of 750,000 or higher in the last census including the urban areas within municipal borders and the urban areas that are at a maximum distance of 10,000 meters to these borders would be transformed into metropolitan municipalities by law based on their physical locations and economic development levels. The fact that this study is in the area of newly developing administrative geography in our country, and that developments after changes in metropolitan borders in 2012 are examined in the field and evaluated in terms of administrative and settlement geography represents the unique value of this study. The factors affecting the changes in metropolitan cities have been examined and the issues for which the revision should be done have been discussed. The practice of the metropolitan municipality, which is located within the administrative division system and which has come up-to-date with various changes, affects the settlements from a managerial perspective. In Turkey, the province of Adana has attained the status of metropolitan in 1986 within the metropolitan municipalities starting from 1984. In this regard, many legal arrangements have been made over the past years on the subject of the status of metropolitan and the boundaries of Metropolitan Municipality have been rearranged in 2012. As of 2014, Adana province borders have been metropolitan municipality borders and province boundaries. In the case of Adana province, the reflections of the recent arrangements on the site have been examined in the settlement area. Within the scope of the study, sampling points have been selected and a survey has been conducted considering the distances of these points to the city center. As a result of the research, it is observed that the municipal services could not be reached to all points within the Adana province; numerous basic needs such as lower and upper structure could not be solved in many locations where municipal services are still needed at many settlement boundaries.
