A research on norm staff applications in municipalities with the gudance of new public management: The case of Malatya

Municipalities have a very important place in providing the public services that people need and in providing these services in a fast, efficient, efficient and focused manner and in keeping them closest to the public. Municipalities, which have an important place and a deep-rooted history in public administration in Turkey, appear as the management level that should have the most qualified human resources while providing these services. The aim of this study is to evaluate the norm staff system in municipalities in the perspective of New Public Management, based on the legal and structural reforms that municipalities have undergone in the historical process. In line with this purpose, a general picture of the positive or negative effects of Norm Staff on the personnel system of the municipalities has been tried to be drawn, thanks to the reflections of the legal arrangements made in the field of Norm Staff in Malatya Metropolitan, Battalgazi and Yeşilyurt municipalities and the field research carried out with the municipality administrators. As a result of the study, it is seen that the Norm Staff arrangement in municipalities has some deficiencies in both theoretical and practical components. In this perspective, some suggestions have been developed for the purpose of establishing a more qualified Norm Staff system in municipalities by evaluating the data obtained from the survey conducted with the municipality managers together with the literature.
