Özet (EN)

The aim of this study is to reveal the role of the state in new public administration. In this context, situations requiring reform in public administration are examined. It focuses on the principles of the new management approach that emerged as a result of the reforms. The importance of citizens' participation in management, transparency and accountability in the new public administration concept is explained and the stages of public administration since the first states are discussed in detail. Thus, the role of the state has changed with the understanding of new public administration. The idea of the new Public Administration was the result of the transformation in the private sector, in line with advances in interaction and technology, by developing with the critisim on structure and work of public administration. New public management thinking; arguing that the free market mechanism is more effective and active, and that the diversity between the firm administration and the public administration is reduced. The corporate management mentality of the private sector shapes the new public administration innovations. While the new public administration shapes the nature of the state, the interactions between the state and the public are re-evaluated. In this context, it is aimed to make the state more efficient by focusing on the basic standard functions of the state and not by developing or narrowing the state.
