The effects of new public management reforms' on the Turkish public administration system

After the World War II, the economic and social problems that affected the world in a continuous and incremental manner for each time period. As authorities state that, this impact has forced governments to become more effective and efficient. One of the most important building blocks of the government's is the public administration systems for their effective and efficient mechanism. The loss of functionality of the traditional public administration system caused for emerging new management systems. A new approach, which is increasing in popularity and making public administration more effective and efficient, is called New Public Management Approach. As other countries faced, Turkey used to deal with this public administrative problems. These problems have caused the citizens facing more difficulties. Due to these financial and social problems, the Turkish Public Administration system has been acted in a rapid change process after 1980s. This change in the public administration system can be characterized as both structural and functional. It is planned to implement these reforms according to the New Public Management Approach as in modern countries. To this extent, it is planned to bring the current public administration system into a new one with an effective, efficient, citizen-oriented, transparent, accountable and participant-oriented. The aim of this study is to evaluate which reform studies are compatible with the new public administration principles. Apart from this, it will be investigated how the problems that may arise during the realization of the aforementioned reform studies can be eliminated.
