Abstract (EN)
In this study, effects of new public governance, digital era governance, public value management and neo-weberian state, that emerge from criticism of new public management, on Turkish public administration will be studied. Classical public administration have been criticized because of being slow, inefficient, and strict structure. In addition to these, it could not serve the public services good enough that meet the expectation. As a result of these critiques, new public management appeared and became widespread all over the World. The new public management that serve public services as good as private sector has some essential principles such as flexibility, efficiency, effectiveness, and market oriented structure. Since the begining of 2000s, the new public management has been faced with a crisis because it could not achieve its fundamental principles. However, the new public management has criticized to undermine the authority of state and approach the citizens as customers. With these critiques, public administration has started to look for a new paradigm. In this context, new public governance, digital era governance, public value management and neo-weberian state have shown up as a new paradigm to deal with the problems of new public management. On the other hand, various reforms have tried to put into practice in the Turkish public administration since the foundation of the republic. Turkish reform practices have been accelerated significantly since the begining of 2000s. In this period, the new public management practices have been continued but effects of the new public governance, digital era governance, public value management and neo-weberian state have started to come in sight in the Turkish public administration. This study will try to explain the effects of these paradigms on the evolution of Turkish public administration.
