Effect of new public management approach on social services restructuring: the case of Manisa

Purpose: In this study, it is aimed to understand the effect of the new public management approach on social services restructuring process. Materials and Methods: his is a qualitative study conducted with 21 people consisting of managers and personnel working in nine public institutions in Manisa. Data were collected from the participants through a semi-structured interview form. In this context, as well as acquiring the socio-demographic information of the participants, it is open-ended in order to obtain the views of the new public management approach and the reforms, social problems and gender issues within the framework of this approach, and to determine how the new public administration principles and regulations affect institutions and service offerings. questions were asked. The data of the study was obtained by in-depth interview method in July-August 2019. The data were evaluated by content analysis and thematic analysis. Findings: Within the scope of the research, the participants were informed about the reforms made within the framework of the new management approach, but they applied the institutional innovations developed within the framework of this understanding in their institutions, but the governance understanding was insufficient. With the new public administration approach, it is stated that access to services is facilitated and effective, efficient and citizen-oriented service delivery is realized. However, participants have a view on traditional gender roles in relation to gender. Result: It is seen that the new public administration approach has only recently begun to be seen throughout Manisa, some innovations have emerged in the institutions, efforts have been made to provide effective and efficient service, and a citizen-oriented service approach has developed. However, in Manisa, the concept of governance and city administration, gender equality culture and localization seem to have failed.
