In today's world, as a multi-directional concept, the concept of development refers to a process in which it contains physical, economic and socio- cultural changes. At this point, education can be seen as one of the most basic factors that play a role on all elements of a developing society. Both being as a part of education system and being as knowledge producing centers in the information society universities with their legal personality, administrative/academic staff and student contribute on the development process of their city both physical and economic and socio-cultural dimensions. In the literature, it can be seen that the researches which examine the contribution of universities to the cities often stand on the economic impact of universities. However, with the establishment of universities, their impacts on the socio-cultural structure of their region are also noteworthy as the economic development that gain speed in their region. On the other side the economic structure and socio-cultural structure shouldn't be considered separately because of their interaction. Purpose of the research is to determine the contribution of Kastamonu University on the socio-cultural structure of its city by moving out the perceptions of the people of the city in the academic year of 2013-2014 and contribute to the new studies of the university towards the expectations of the people of the city. The year of 2006 is a major cornerstone for Turkey in terms of dissemination of universities across the country. With the Law dated 01.03.2006 and No. 5467 fifteen new universities were established simultaneously and Kastamonu University is also located between them. Therefore, the impacts of a newly established university on its city is tried to be measured and is tried to be evaluated in terms of the development process of both the city and university in the scope of the research.
