Özet (EN)

The new right approach which had emerged during late 1970?s as a solution to the welfare state?s crises deeply rooted in 1973 oil crises and put into action in early 1980?s in US and UK and spread over the rest of world by the end of cold war and globalization process which was fueled by international organizations such as World Bank, OECD, IMF, EU with the discourse of less government more governance, public management, liberalization, privatization and so on, has also been effective in Turkey, simultaneously with the World, during Özal?s Government period. Turkey experienced the concepts and practices of liberalization, privatization and less government more governance during this period. State owned electricity sector has been subject of privatization and market liberalization in parallel to the changes in understanding of public service. Necessary Constitutional and legal amendments have been made, in particular, to meet the increasing demand for financing investment from foreign and local private entrepreneurs. This period, detailed in this thesis with its sub-periods, has taken much more time than expected due to political and economic instabilities and been debated widely in many platforms. BOT and BO schemes have deviated from their original purposes and become the main obstacle before the full realization of liberal electricity market regulated by EMRA which was established in 2001. Current status prove the success of more than 25 years long liberalization and privatization process by still having state?s shares %83 in electricity distribution and %57 in production respective to private sectors shares.
