Understanding of municipality service in line with new right thought

When the world state systems are scrutinized, we encounter local government systems in almost all the state structures, either federal or Unitarian,. Local governments whose importance has been mentioned on the process of European Union with the Maastricht Treaty in 1993 are seen as the closest units serving the society and as the basic value of democracy. In recent years, importance of local governments has better been recognized and from the point of view of our nation the deserved significance is given with the reformist regulations.It is clear that the change process taking place in the world since the 1980s has also affected our nation. The way out for the 1929 world economic crisis was in the Keynesian economics understanding. Welfare state, being a creation of Keynesian economics understanding, increased the costs with the petrol crisis of 1972. With the appearance of staglasyon it was questioned and welfare state was held responsible. While welfare state not only did increase the costs of the state, it also increased the bureaucracy of the state and made it coarse. As the way out, the need to pay more importance to the market by the state?s withdrawal from lodgment of goods and service have been mentioned. The new right thought aimed at making the state more effective by offering way outs while questioning the aforementioned statue of the state. In line with new public administration, which is a product of new right thought, local is being given more importance.In the year 2005 local government legislations inured which deeply affected the Turkish local governments. These legislations being the herald of change has been shaped in the frame of new public government which is a product of New Right Thought New legislations have distinctive service understanding. This understanding in the related legislations shows itself with the expressions such as ?to do, to have it done?, ?having it done and run?, ?...to accord privilege?, ?... to establish, to have it established, run and to have it run?, ?... buying service...? and enables the municipalities a large radius of action.
