Abstract (EN)

Public administration has to be subjected to important changes after 1980 and it has gone away from its traditional structure. The new right, as a political style, has an important role in this change process. The new right has concretized its political principles through globalization and new public management under public administration reforms. Thanks to this the two means, it has formed a public administration structure which works for appropriation to minimalize state aim according to strong, effective and economic rationalization as logical.This study exhibits clearly politics role which affects and directs public administration policies. It examines the new right?s background effects on the public administration reforms. This study?s aim proves to be carried out the point of view of content and form comprehensive public administration reforms lean on the new right content. This thesis has focused on questions about how and in which forms the new right has affected the public administration, whether this interaction is appropriate for the citizens? requests or not, being carried out reforms how a form gives to public services. This thesis prefers the theoretical approach and depends upon conceptual examinations. It supports this theoretical approach with practices through examining country profiles.The new right?s theoretical frame has been drawn at the study?s first chapter. In this chapter, the impacts of the new right on the third way approach have been explained. It has been exhibited in details that globalization and new public management are used public administration reforms as functional means by the new right. UK and USA have been examined at the second chapter which the new right political style has gone further in these countries. Also, Australia and New Zealand have been analyzed which those countries have been realized reforms originating from the new right thought under a left political power leading. The third chapter has considered the new right period in Turkey which being came into by virtue of 1980 militarist coup through Turgut Özal. After that AK party period has been examined that AK party has come into power with 2002 general election. AK party has made a lot of reforms having a wide content at the public administration. It has a new right party appearance with its conservative democratic identity.At the end of this thesis, it has been argued that the new right policies managed to realize radical changes at public administrations of major industrialized countries. First of all beginning on the economical ground, this change period has been spread almost to every aspects of public administration (health, social security, education, housing, local governments, ethics and openness, e-government, etc.). In this way, national public administrations have been made owner of a managerial private sector reason through marketization, privatization and deregulation policies.Keywords: The New Right, The Third Way, New Public Management, Public Administration Reform, Marketization.
