Abstract (EN)
The main purpose of this study is to provide a theoretical/conceptual basis for further studies on Hybrid Warfare and intelligence organizations, which have been frequently discussed in security studies in recent years. In this direction; How is the basic nature of Hybrid Warfare? What are the features that facilitate the execution of the Hybrid War? What conditions must exist or be constituted for an actor to engage in Hybrid Warfare? Does intelligence play a role in Hybrid Warfare, which an existing model of military and political warfare? Will the role of intelligence increase in Hybrid Wars? to questions were sought answers. In the result of the study; 'Hybrid Wars contain multiple elements in an asymmetric environment and can be realized by synchronizing these elements. Moreover, although none of these elements are new, their use with new tactics and strategies are effective in changing the character of war. In adition to this, it is thought that the intelligence services have more duty against the existing and possible threats in such an environment.' Was reached to results such as. Using qualitative research methods, scientificarticles, books, reports and official websites of various institutions were used in the study and the findings were handled with a historical approach.
