Abstract (EN)
Management has many definitions in the world and what is the best management method has been investigated from past to present. In the center of these investigations the role of the rulers is great. The management, which has penetrated every aspect of our life, now has a special importance. With the increase of priority given to the managements, local governments also benefit from it. The effective involvement of the directors in the management process will ensure that democracies become stronger. Local governments play an important role in the development of democracy; even today local governments are seen as the main center of democracy. In this respect, the development process of local governments is examined in the first part of the study. In order to better understand the city councils for the purpose of the study, the definition, principles and participation models of local democracy are discussed in the second part of our study. International organizations think that many problems that negatively affect the world are being overcome by the strengthening of local administrations and they are working on this direction. International conferences are being held within the United Nations to increase public participation in local governments. Our country has started to work in this direction in recent years and was included in the "Local Agenda 21" project in 1997 with the support of UNDP. Many laws have been enacted in our country for the strengthening of local governments within this project. One of these is the City Council in Article 76 of Municipal Law No. 5393, which was issued in the relevant regulations in the following years. With the establishment of City Councils, local governments in our country are aimed to be more democratic governments. It is seen that in the decisions about the city, aiming at effective public participation and aiming to make correct decisions in the solution of the needs of the people determined. In this direction, the birth and development of the city councils, which form the basis of the study, were examined and the level of the city council of Muş reached the intended targets.
