local democratic participation formations of city councils and Silivri City Council

City council, is one of the local democratic participation formations. These frameforks are created to contribute to the city?s social, cultural and urban live. The basis of City councils is founded during the implementation Local Agenda 21 in our country. The formation and development of City councils is done by Local Agenda 21 Programme, afterwards with a legal frame regulation it is spread along Turkey. This study presents the evolution of City councils from the past to present in national scale. Additionally provides information regarding the alliance activities to support growth of City councils. Silivri City council?s experiences and works are decribed and supported with sample studies. Besides the difficulties faced during oprations of City councils, the struggle shown to transform these frameworks to more efficient structures is in critical importance. The consequence of this effort, in the course of time importance will increase and will contribute for the development of local democracy.
