Abstract (EN)

This thesis aims to present the role of local government bodies in the formulation of local public policy. In this respect; municipalities, as local government units, and spesifically the contributions of Karşıyaka Municipality to the creation of local public policy are reviewed. The data were obtained by face-to-face interviews, within the scope of literature review and field survey. The concept of public policy and local governments are theoretically explained in the first and second chapters respectively. In the third chapter, legislation about municipalities was analyzed in depth and the relation between central administrations and local governments is reviewed. Finally, in the fourth chapter, the role of the local governments and the Municipality of Karşıyaka has been put forward in the process of creating public policy in the light of the data obtained within the scope of field research. Additionally, various municipilities from different countries, whose tasks, authorities and resposibilities are assessed, have been selected to review in this study. As a result, it is found that there are complexities about distribution of tasks between municipalities and metropolitan municipilities. Furthermore, it can also be concluded that, as local government units, municipalities have limited opportunities while making local decisions.
