Abstract (EN)

Municipalities are administrations which play a significant role in managing local public services. Supplying drinking water, refining waste water and providing public transportation services are important public services for the municipalities.These services are carried out by establishing separate legal entities which are independent from the legal entities of the metropolitan municipalities. These establishments performing these services are named as ?the establishments dependent on the municipalities?. They can be analysed in two groups: Water and waste water authorities and inner city public transportation authorities. In the thesis, the establishments dependent on the municipalities are examined in respect of their legal regimes and the methods of administrating public services.Recently there has been a tendency for privatising in the fields of several local public services which were managed by the authorities themselves. In this context, municipalities have started managing the public services they are responsible for by establishing their own companies.Therefore the municipality companies are tried to be examined in terms of administrative law as an alternative of managing local public services.Renewal of the legislation about the establishments dependent on the municipalities and their companies is needed. As amending these regulations, if the local features of the municipalities are taken into consideration, this will provide managing local public services more efficiently.
