The ownership, the settlement need of people, the need to own the place of residence, the propensity to protect the place of ownership and the propensity to transfer it to the future generations are vital. With the technological developments in recent years, property problems can be solved in a short time. Property maps and base maps are produced in order to keep the official records of the real estate properties and to protect the land boundaries. Current maps and property maps are produced independently from each other by different people and institutions at different times. The development and the growth of the settlements, and the need for planned settlements have created the need for collective usage of these maps. However, the creation of map overlays or the collective usage of these maps are not possible to put into practice without any technical study. Whitin this scope, the current validity of the base maps which are in the local coordinate system and produced by the local and classical methods is examined. When it is desired to utilize these maps by using today's technology, studies to be done with these maps are explained. Evaluation of the results obtained has also been made. New results have been added to the obtained results and also new data have been tried to be obtained. Using the height information on the base maps, height informations are added to cadastral property maps and cadastral property maps are converted to three dimensional maps. The Cadastral Law No 3402, which still maintains its validity in our country, mentions that cadastral property maps must be three dimensional. However, many cadastral property maps have no Z coordinate, which is the third dimensional information. This work will be an example of how three dimensions can be gained with previous studies on cadastral property map. In order to gain a third dimension to cadastral property maps, it is explained how the base maps which are not in digital form in the computer environment are transferred to the computer environment and digitized. The ITRF coordinate system conversion studies of the digitized maps have been also mentioned. Affine transformation is used for the conversion of raster maps, and helmert transformation is used for the transformation of digital maps, Thus, an application of the affine and helmert conversion methods was done. Land studies have been done for Helmert conversion studies. Triangulation points and polygons that were built many years ago were found in the area, and new coordinate measurements were made in the ITRF coordinate system. As a result of the studies done, a new map with cm precision in 3D ITRF coordinate system has been obtained by using the base maps and cadastral maps produced years ago. This outcome can be used in other 3 dimensional studies except for large industrial structures, water structures and large building works with large floor area.
