Abstract (EN)
Local Autonomy: is that local governments are able to use their duties in their responsibilities area without any interference of central or regional governments or their agencies. Public Personnel Administration: is to implement every procedure which is from being accepted to until leaving a job, with regard to personnel who works for public organazitions and institutions. According to idea of local autonomy, municipalities are perceived as a only local government institution, because of head of the provincial special administration is governor and who is appointed by central government and provincial council is not able to discuss on a subject which the governor does not send and juridical personality of village has not enough functions. Better services in municipalities will be given by qualified administrator and personnel. Mayors, heads of personnel department and personnel (civil servant, workers and contracted staff) of the Metropolitan Municipality of Ankara, the municipality of Keçiören, the Municipality of Kızılcahamam and the Municipality of Pursaklar are in the focus of this study. In the out comes of survey as a means of providing information in this study, the techniques of percent (%) and graphic had been used and percentages evaluations had been done for all questions. The following had been determined in these municipalities where this research has been made, the control power of central government on municipalities has a negative affect on carrying on of the municipal functions and is also used as a means of political pressure, to be done the central state staff (workers, civil servant etc.) examination to accepting to job affects giving services of municipality negatively and caused of increasing corruption, pre-service training and in-service training are not given efficiently, to be promoted of staff according to result of the examination which is done by central government affects discipline and career negatively. In order to give better services of municipality, central government's and local government's duties and responsibilities should be determined, a separate Ministry of Local Administration should be established, the control of law and performance should be done instead of the control (guardianship) power on municipalities, local autonomy should be increased, pre-service training and in-service training should be given importance.
