The financial adequacy of municipal borough in terms of devolution of power

Municipalities have considerably distinct position among the local authorities in Turkey. First of all, municipalities have partly autonomous structure and this characteristic separate them from the special provincial administrations and village administrations, the other local authorities. That the local citizens receive a lot of service from the municipality, the municipality is one of the closest public administrative units to local citizens and the local citizens have the opportunity to control these units directly and also direct citizen participation in management are the important factors which provide the mentioned distinct position. Municipalities, the closest management units to local citizens, shall take their own decision independently from the central administration and shall apply these decisions also independently in order to provide effective, efficient and quality services. The thing, which will provide those, is local autonomy of the municipalities. Local autonomy of municipalities will be possible with the acceptance of financial autonomy. The subject of our study is determined as ?Financial Sufficiency of Municipalities In Terms Of Local Autonomy? as a result of these assessments and evaluations. That the municipalities have no sufficient revenue resources make them dependent to central administration. As a result of this, municipalities can not reach local autonomy and financial autonomy at the desired level. Sufficient financial resources shall be provided to municipalities in order to make them fulfill their tasks and these resources shall be proportional with the mentioned tasks. Besides owning sufficient resources proportional with the services and functions, the power of spending the financial resources irrespective of the central administration means strictly financial sufficiency and autonomy. 262 The effectiveness and efficiency of services provided by municipalities dependent on the existence of revenue resources. For municipalities to have these resources central administrations and municipalities should share both missions and revenues and this should be under constitutional guarantee. Municipalities should gather an important amount of their revenues from their own resources to be really autonomous in fiscal meaning. In this context they should move freely in legal boundaries to coordinate and collect their resources. These regulations that will be made about municipalities, will prevent service breakdowns and source extravagance resulting from gathering of all authorities and decision taking in one center. This will also help development of the municipality and region, in a broader scope all country. Related to these progress democracy will come as the people attend administration more and control the municipality directly. This will grow central inspection obsolete. All these happen by local autonomy. In this era that globalization affects all world, we see that central administrations hand over their authority about local services to local authorities. In scope of this progress Turkey should change its central system to decentralization. In this context there are some legal regulations in harmony with EU but it is not at a desired level. But it is promising for Turkey to be a strong movement in the way of obtaining local autonomy to our municipalities.
