Comparative analysis of local governments of Turkey and Bulgaria in the context of local government reform

Local government are the units which both have an important role in countries administration structure and also can be represented in the best way of democratization and participation of people in administration.Today, local government most of which are organized by the constitution of countries as democratic and autonomous institutions has been gaining more importance in their administrative systems day by day.The aim of our study is to compare the local government systems of Turkey and Bulgaria. İn this respect, the historical process of local government systems of both countries, legal regulations and structure of local government, local government reform studies in this area have been explained. The last part of this study includes comparing and evaluating of local government systems of these two countries.As a result of this study, it was proved that are some similarities and differences between local governments of these countries. However, despite positive results obtained from the local government reform, in both countries, it is concluded that a centralized structure still exists in both Turkey and Bulgaria.Key Words1.
