VII SUMMARY Local governments are the most necessary components of the public management in all across the country. Because; a country's democracy level is connected with local governments impression and potency. Therefore local governments corporations, organs of their possession and lost of attribute of organ are arranged by constitution. On one hand, it is fact that wide authority is given to local governments and these authorities are being insurance by constitution. On the other hand, local governments can't practice their authorities for so many reasons. The most popular and easy way for public to be added to management and to inspect the administration is local governments. But in application inspection kinds except for word ship inspection only presents theoretical. Judgment inspection that's our thesis's subject is used only in exception positions. Because the people who can apply to this inspection are determined in the beginning and after application to trial judgement, which will be taken by trial, are defined ahead by law too. Events, which busy much trial, are problems, which bear on municipalities and mayors. Also it's not possible to say that there is a democracy and detailed legal arrangement for judgment inspection in our country.
