Management changes in local government and Samsun Metropolitan Municipality field research

With this study, we have attempted to determine how well the local governments, today when everything is changing very quickly, in order to be able to keep up with change, today have been successful in applying ?change management?. Nowadays, governments have been tryingi a lot of methods and looking for new ways to be able to cope with the problems caused by rapid changes. The changes accelerated by technological developments affect and change communities, organizations and their cultures deeply. The organizations which require to meet their changing and varying requests are obliged to change their administrative policy: The governments which realize that it?s not possible to meet the new requests by using old approaches feel that they are obliged to renew and change themselves. For this reason, the organizations which want to manage to do the changes successfully and to survive have to benefit from the recent governing techniques.The first of the organizations most negatively affected by the change are the local governments which serve local people. Public management which has come to a position that cannot meet the requests of changing and developing community, after 1980, has to, in order to be able to solve the problems of ?public management?, adopt an understanding called ?new public management?. With the development of this understanding, the concept of ?governance? has gained value, and the importance of local governments has gradually increased. In this context, local governments which want to meet the requests of local people feel the necessity of changing and renewing themselves, according to this anderstanding. Therefore, local governments which aim at fulfilling local services in an effective and productive way have to adopt ?change management? and use it in a successful way.The first two of the three sections which make up this study cover only the theoretical framework. As for the third section, it is a field study. For the theoretical part we have scanned relevant Turkish and English sources. In addition to these sources, we have done some research on Turkish MA. and PhD dissertations, and also have done detailed reseach on the internet, reaching a great many useful electronic sources.In a field research done at Samsun Metropolitan Municipality, we have tried to find out whether there is a meaningful relationship between the institution?s management strategy, the way of communication and organizational problems during the process of change management. In addition, we have also tried to determine the employees attitudes towards management strategy at the institution, the way of communication and organizational problems.
