Abstract (EN)

Local governments are the closest to the public as administrative units. It can be considered as the management unit in which the public participation and representation in management is best demonstrated. Local administrations are the administrative units closest to the citizens, in which the wishes and problems of the people are solved in the most accurate and effective manner. Local governments are also important institutions for the maturation and spread of democracy. Countries preferred local governments to be close to the people and to maintain the loyalty of the people to central government and they used the effect of local governments in central government to strengthen the country administration. local governments with different types and names from time in history, the Republic of Turkey 's to have gained a more modern and functional structure with the establishment. The representation and participation phenomena that have existed together with local governments have also shown great progress in history. The cases of representation and participation, which are important for democratization, have become more applicable with the arrangements made. The steps taken to strengthen representation and participation are of great importance in terms of democratization. However, in this context, it is possible to say that Law No. 6360 is a weakening regulation for the representation and participation processes.
