Local governments are the closest to the public as administrative units. It can be considered as the management unit in which the public participation and representation in management is best demonstrated. Local administrations are the administrative units closest to the citizens, in which the wishes and problems of the people are solved in the most accurate and effective manner. Local governments are also important institutions for the maturation and spread of democracy.
