Abstract (EN)

After briefly explaining local governments, the study examines the agenda-setting processes in local governments within the context of political decision-making mechanisms and institutional interactions, focusing on the example of Yozgat province.The research, structured within the discipline of Political Science and Public Administration, adopts a qualitative research method and utilizes the semi-structured interview technique as the data collection tool.As a result of interviews conducted with municipal council members serving in Yozgat, it was observed that the mayor plays a decisive role in determining the agenda items. It was also noted that council members, although not as influential as the mayor, contribute to setting the agenda, that public needs are taken into consideration, and that decisions are made accordingly.In this context, the study concludes that a participatory, transparent, and pluralistic agenda-setting mechanism exists in accordance with the principles of local governance. 2025, xiii + 75 Pages Keywords: Local governments, Agenda-Setting, municipal council, Political cparticipation, Governance, public policy, Yozgat
