In the globalised world, many social and political changes have been happening and all of them shape the state-society relationship in different ways. The expectation of citizens regarding `Public Services? is increasing and many reasons come up for a better and more efficient public service. The pursuit of more effective and productive management styles is a continuing case from past to present. `The area of feasibility of the `Total Quality Management?(TQM) into public sector (as in the private sector )is still an argument.The basic question of the research is how the ?
