Abstract (EN)

In the globalised world, many social and political changes have been happening and all of them shape the state-society relationship in different ways. The expectation of citizens regarding `Public Services? is increasing and many reasons come up for a better and more efficient public service. The pursuit of more effective and productive management styles is a continuing case from past to present. `The area of feasibility of the `Total Quality Management?(TQM) into public sector (as in the private sector )is still an argument.The basic question of the research is how the ? Total Quality Management? is applied in local managements- especially municipalities. In this frame, the principles of ? Total Quality Management? is evaluated after research.The content of chapters are:First Chapter: Conceptual frame of ?Total Quality Management?,Second Chapter: Application, Phases and Problems of ?Total Quality Management?,Third Chapter: The `Process of Transition? and ` Conditions of Transition? in municipalities,Fourth Chapter: The extent of `Application of Total Quality Management? in municipalities.In conclusion, the application are in the idel level because of political and economical reasons.
