Abstract (EN)
Increased use of information technologies, the level of local governments, also has required the use of information systems. Previously, the use of information technology at the general country-level has decreased to the local level gradually; encountered difficulties in service delivery at local governments has been tried to minimize. The studies made to reduce the difficulties, has been firstly aimed at reducing bureaucracy in terms of paperwork. After the agricultural and industrial revolutions, the information has been the necessary and most important fundamental basis of the century of the 21st. During the adaptation to the Information Age, the world countries have increased their investments to the information technology services, at their administration and public offerings. As a result of investments, the administrative reforms have been designed and implemented at the administration. In Turkey, duringthe adaptation of Information Age, the integration processes are being developed and carried out at the level of management and at the level of the public. The purpose of this study that examines the adaptation efforts at the level of local governments; to determine the terms of ease of use provided by Management Information Systems in the level of local government and the difficulties in during the adaptation to the Information Age at the administration. In addition, It is being studied to determine the contribution to the integration of the administration and the public with the World, while using information technology implementation on services provided by the level of local governments. Observation, questionnaire and structured interview was applied in this thesis. With these research techniques, the facilities of using of Management Information Systems in the municipality of Aydın, Nazilli, Söke, and at the level of public on their services the conveniences they provide, have been examined. As a result of investigations, these have been examined that Aydın, Nazilli and Söke municipalities are using the Management Information Systems in a stopgap approach, and they can not provide internet users to effective participation in e-municipality services, and they can not benefit from an efficient manner, and they are continue to filing, and they can not povide full compliance with the Information Age, and the public and the staff is the lack of information about e-governance, and their applications have experiences of significant shortfalls. Based on these results, the public should be informed on the municipality services, they should be studied by the subject expert of MIS, the public should participation in management based on a participatory approach rather than the centralized approach. These results have been examined.
