Abstract (EN)

Today, democracy is criticized densely because of problems which itexperience. One of the most important matters of those critics is excessivecentralization, over-growth of Central Administration and less public participation toadministration. ?Public Participation to Local Government? has been on the agendaof nations for the last 20 years. In parallel with this, ?Public Participation toAdministration? has been designated as the solution to the common problems of ourworld?s cities. In this matter, Local Government is joining to participation activitiesmore can contribute to problems solving.In modern societies, public participation to Local Governmentadministration makes political participation more dynamic. However, the rate,density and quality of this participation has a close connection with socio-economiclevels of societies. In Turkey, considering the socio-economic qualities, politicalparticipation relatively appears less densely.In this work, it has been examined right to participation which an obligatoryright which is recognized to citizens so that ability realization of a governmentapproach that are important for this fact.To this end, the author first summarized the discussions around the conceptof Public Participation to Local Government in the world and in Turkey.?Participation? is ?necessary? and ?obligatory? so that can realization of thegovernment approach that includes such principles; ?participatory democracy?,?accoutability?, ?openness?, ?democratic?, etc. of society of nowadays.
