ABSTRACTMaster ThesisConcept of Governance in Local Administrations and Comparing with European Unionsmail ERGÜNDokuz Eylul UniversityInstitute Of Social SciencesGraduate Department of European Union StudiesGovernance is an ongoing modern administration approach. Because theold administration systems could not provide efficiency in the public services,governance system is given preference. The term of governance which developedas a proposal to solve the administrative problems in Africa, have had globalnorms today throughout the world by the effect of globalisation. With the WhitePaper, published by European Commission, principles were determined to practiseof good governance.It is impossible to talk about a single model for governance in all EUmember states. Each member country has its own way of organising publicadministration systems. It has become compulsory to develop different reflexesbecause of the administrative diversity. Local- scaled governance is executed inrelevance with the local priorities. Turkey has carried out several importantreforms related to local administrations in order to be actualize local governancesuccesfully. Turkey wants to have an institutionally functioning publicadministration in integration process with EU. In this study, the concept ofgovernance, results of its local implementations in selected EU countires andeffects on Turkey will be assessed.Key World: 1) European Union, 2) Governance, 3) Local Governance, 4) WhiteReport, 5) Local Agenda 21
