OUTSOURCING IN SUCCESS OF LOCAL MANAGEMENT (A Field Work On Municipalities) SUMMARY It is a known fact that the methods aim to give services to people try to adress these needs by means of municipalities mostly working in regional management scales in our contemporary world in which human needs are becoming more and more diversified and complex with the globalization. In this respect, it is an obligation to apply more creative, rational and managerial techniques and methods towards civic needs. Besides, it is inevitable for the municipalities to focus on their basic talents for becoming the best in their profession, that is, to become effective and feasible in their activity areas and to act more flexibly and faster by simplifying their organisational structure. Outsourcing, defined as turning over the activities excluding the basic talents to other companies, and being largely used in private sector can be accepted as an effective tool for re organisation and strategical shrinking in regional administrations. This study aims to give information about the municipalities' gains and risks, causes and extensions related to the application of Outsourcing in the creation of civic services, strategies for the municipalities' meeting their targets and to identify the factors effecting the successful services provided by means of outsourcing applications. The first part of this study analyses the theoretical dimension of Outsourcing and informs about the factors that lead to the application of it. In the preceding chapters, applications, periods and basic factors to be considered in the application Outsourcing in municipal services are examined. Besides that, a study and results of a poll made about The City and town municipalities in the Marmara Region has been documented. Concluding this study, the factors effecting the success of Outsourcing applications in municipal services are explained.The most important of these factors are the correct assignment of the outsourcing company, the making of an effective and inclusive contract, the making of a team for a good Outsourcing relationship management and the follow-up of the performance of the outsourcing company in the defined municipal activities. Besides, this study reveals the potential risks as well as opportunities in municipal outsourcing applications and concludes that these risks can be minimized by the correct administration and policies applied to outsourcing.
