Abstract (EN)
Local governments that the biggest and most important part of public administration apparatus just after the central administration are institutions take role in performing public services with centralized administrations. Local governments those dimensions can change depending on countries governance forms (unitary - federal) provide local/regional public services. However, role and efficiency of these institutions while performing public and social prosperity services, it substantially alters depending on attitude of centralized administration towards providing of these services.Despite the fact that social service applications irrespective of duty and responsibility of state in recent social state concept, they are at aimed solving problems, satisfying and increasing life standards of individual and society because of lack of monetary and moral circumstances, it is tried to perform by different corporation and institutions in a sporadically way, away from coordination and collaboration until recently. Application, coordination and supervision related to social services all in Turkey was given to SHÇEK Head Office by an enacted SHÇEK Law No: 2828 in 1983.On the other hand, in Turkey that in developing process, social services which have protective-preventive, supportive and therapeutic functions against social problems which became menacing for social life because of some structural transformations and changes, need a recent regulation for playing its role more active and more efficient and also to use funds suitably.In preventing child criminality have a great importance of appointing and preventing motivations of crime that thrust children into crime. Do not have to forget that, although these motivations have had examined in two groups as individual and environmental, they cannot separate from each other with certain borders because of being interaction. However, the point has had to stress up that local administrations have responsibilities as much as state, family and society have to prevent children from these motivations. When examined Metropolitan Municipality Law No:5216, Municipality Law No: 5393 and Special Provincial Administration Law No: 5302, obviously seen that there are a lot of duty that local administrations have to do that intended for teenagers and children, including their social and cultural area.Arrangement efforts on Turkish public administration, that continuing for one-hundred-fifty years, have encountered with new dynamics. When Globalization, localization, concord attempts to European Union and accommodation dynamics and moreover new concepts in public administration area and de facto new formations combine with increasingly differentiated social problems of country, public administration origin restructuring workout will affect social services area unavoidably.
