Abstract (EN)

In our country, units of local government institutions and the transfer of functions and powers of the central administration can be adressed as being the historical development of Turkish democracy.Altough structure of local government of the Republic of Turkey in the Otoman Empire until the first period varies over time, private administrations, municipalities and communes continued. The local government in the Otoman Empire didn?t arise from its own terms like in the West but for the sake of Westernization, they were established in France, capital of the empire of structure. As to powers and duties given to this administration, some services to be conducted by the central administration have been executed in the name of the central authorities. This understanding of local government during the Republic area, persists for the local administration amendments. Again, during the imperial period as Today Westernization, with its new name, European Union membership for Local Government accepted in the Council of Europe and adopted by the member states, the European Local Government Autonomy Charter princibles have been completed in line of these princible in spite of some missing chapters.
