Abstract (EN)

In this research, it is aimed to evaluate the contributions of local governments to artistic activities in the context of social municipality. Today, in many developed and developing countries, in the implementation of social policies, besides central governments, local governments take on important responsibilities. The state receives support from the closest units to the citizens in order to provide the concept of "Social State". Naturally, the weight of local governments in the social policy system differs depending on the country's political, cultural and historical background, and this is reflected in the country's legislation. Social policy practices of local governments fall within the scope of social municipality and social municipalities become local representatives of the social state. In Turkey, it is seen that municipalities have become an important actor with their social policy practices in recent years. The aim of this study is to examine the effect of artistic activities, which are a branch of social municipality activities carried out by municipalities, on the society, and in this context, the creation of areas where local governments can benefit from artistic activities in the best way, and the role of Malatya Metropolitan Municipality in this formation and its contributions to artistic activities. In MABESEM, which was established within the Malatya Metropolitan Municipality, which was examined in the research, courses that will provide professional development are given to the trainees in addition to the courses they will take as a hobby.
