Abstract (EN)
Poverty, which is as old as human history, is one of the most important agenda items of the development process. On one hand, in line with different perspectives, the poverty phenomenon, efforts to measure poverty, on the other hand, the problem of income distribution inequality and the effectiveness of policies aimed at eliminating income inequality and poverty is discussed. Today, which is an important indicator of economic inequalities in explaining inequality of income distribution arrived when the dimension of the state has mandated the need to intervene in the distribution of income. With the increase of the resources allocated to social assistance, which is used as an important social policy tool, the poverty rate decreases with the policies implemented by the public sector to eliminate the problem of income inequality. In addition to the public sector to eliminate the inequality of income distribution, which is the source of some problems with economic, social, political and social dimensions, there are numerous non-governmental organizations. Although these institutions perform important functions in the fight against poverty, they are not sufficient because of the lack of resources and the lack of coordination with local authorities. The aim of this study is to determine the impact of social assistance expenditures on the non-poverty of the period which is subject to analysis. For this purpose, the relationship between poverty and social benefits was examined with the ardl border test approach for short and long term data from 1987-2014 and the direction of the relationship between these two variables was determined with the VM Granger causality test. According to the findings, it was concluded that poverty and other control variables used in the study were moving together in the long run and economic growth and social assistance expenditures were reduced by increasing household consumption expenditures.
