Abstract (TR)
This thesis is to derive and investigate empirically the efficiency and productivity of local governments (municipalities) in North Cyprus. The five biggest municipalities; Lefkoşa, Mağusa, Girne, Güzelyurt and Iskele are selected over the year between 2004 and 2015 by conducting Data Envelopment Analysis (DEA) and Malmquist analysis. Empirical results show that the municipalities do not have long term sustainability in terms of performs and productivity. This situation proves that municipalities do not use efficiency and productivity tests performance to utilize their own physical resources and human capital. The results also show that DEA analysis verifies Girne and Lefkoşa are the ones utilize their own resources in terms of both physical and human most effectively whereas Malmquist analysis estimates that Mağusa and İskele municipalities are the most productive ones.
