Abstract (EN)

Since the mid 1980?s the World?s evolving as fast as it had never beenbefore, in the name of globalization, internet and information age.As there is change everywhere, administrative area too, is affected byall aspects of this renewing situation, meeting the terms such as goodgovernance, e-democracy, e-citizen and e-government. The aim is to -as ithad always been- fulfill the needs of the citizens and arrange efficient publicservices. And now the question is : Will the ?e-government? succeed?Under this circumstances, Turkey is one of the countries that can nolonger resist the global approach in search of an efficient publicadministration. Therefore Turkey has undertaken many projects as seen inthe National Development Plans and in the Scientific and TechnologicalResearch Council decisions on related issues. And as Turkey is a candidatecountry for the European Union, there is huge influence of the EUprogrammes and EU?s enlarging policies, on Turkey?s Information Societyand E-government projects. E-Europe, E-Europe+ are such programmesreshaping the EU member and candidate countries? societies and lead us to?e-Turkey?.Turkey?s e-transformation to efficiency can be estimated by observingits superior e-government organizations; institutional e-government projectsand local e- government projects. It?s obvious that Turkey has taken greatsteps towards e-culture; but from another point of view it remains unclear thatas citizens, how many of us are satisfied with these practices and how manyof these practices guide the way to efficiency?
