The Law on Zoning Peace aims to license approximately 13 million buildings by the Ministry of Environment and Urbanization. Before 31.12.2017, all buildings in rural and urban areas that were not licensed or contradicted to the license annexes are within the scope of Zoning Peace. The deadline for building registration applications is announced in the law as 31.10.2018 but this date has been extended until 15.06.2019. The aim of the study is to examine applications from 31.12.2017 to 15.06.2019 which is the deadline for building registration documents. Planet satellite images of December 2017 and June 2019 were used for this purpose. Planet satellite is suitable for this study because it can get the same spot every day, has high spatial resolution and is free to use. The study area was determined as Orhaniye village in Marmaris district of Muğla province. In the first part of the study, the parameters of scale: 30, figure: 0.3, integrity: 0.7 were used as a result of the tests performed during the segmentation phase of the object-based classification process and filters were applied with eCognition software until all segments reached the structures. Accuracy analysis was performed with ArcGIS software. In the second part, the differences between spatial intersections have been determined for constructions obtained between two different dates, constructions that are contrary to the law have been determined by rule filter and it is planned to be presented as reference data to relevant institution performing field controls.
