A decision support system proposal based on the skill for recruitment of high educated youth

Abstract (EN)
Youth is the most affected segment of the society by the increasing unemployment rate in Turkey and in the world. The people, who are most exposed to unemployment among the youth in Turkey, are individuals graduated from associate degree, undergraduate, graduate and doctorate programs of higher education institutions. Highly educated young people are of great importance in the economic, technological and social development of a country. The unemployment of such an important segment of the society will have a negative impact on the country, where this segment resides, in the competition with other countries. The aim of this thesis is to introduce a proposal model of a decision support system (KDS) in order to balance the incompatibility, which is one of the most important reasons of unemployment in Turkey, between the skills that are gained in education and skills that are needed in the labor market. Although this model is designed for young people, who were graduated/will graduate from higher education institutions, this model can be applied similarly in all educational institutions starting from primary education. However, since the scope of our research consists of young people who have higher education, a model has been designed only for higher education institutions in this study. In the first and second part of the study, the conceptual framework and the current situation are presented based on the statistical data obtained from national and international literature review and comprehensive secondary sources. After the current situation was set forth, the data, which was gathered from the existing database that belong to the shareholders of relevant public and private sector in a way that will minimize the existing problems, have been designed as it will be compiled dynamically with the data integration method in the KDS model that we have proposed. Based on the data included in KDS, information is supplied to the higher institutions, employment, and professional organizations in order to help them for the policies that they will develop. In the formation of this information, public and private sector employers will enter the positions they need in the short, medium and long term and the qualifications of these positions as skill-based to the KDS. Academic and vocational trainings will be planned according to the labor demands in the data and thus, suitable personnel will be raised according to the needs of the labor market. By operating this model as designed, imbalance of supply-demand in labor caused by skill-mismatch will be decreased and as a result, it is considered that the unemployment rate of highly educated youth will be reduced. As a result of educational planning having been made according to the needs of the labor market, it is argued that this will also create a side benefit in the decrease in employers' costs of recruitment.
