The use of soft power concept by countries and terrorist organizations: The case of DAESH

The concept of Soft Power emerged in the early 1990's and has taken its place in political literature. Soft Power has taken its place as a decisive fact in the international politics, which can not be fully framed in a conceptual framework. States have used the concept of Soft Power instead of hard power based sanctions that have been going on for centuries (Machiavelli, 2013). It is implemented by this power in areas they want to influence through techniques such as propaganda. The alleged battle against terrorism by the US and its allies after the 9/11 attacks has been ongoing for many years and has not achieved a concrete result. This situation is because terrorist groups do not work like an organization but work like a state. The soft power elements that the states used were beginning to be used by terrorist organizations as a means of recruiting international warrior. In this work, the use of these tools in the context of states and terror organizations will be examined and theories about the solutions going to be evaluated.
