In this study, Yusuf Franko Pasha and the governorship of Mount Lebanon were examined. Yusuf Franko, who was born in a Catholic Melkit family, started his civil service life in the Ministry of Foreign Affairs as a continuation of the family tradition, and the diplomatic and political relations of the Ottoman Empire during the Tophane and The Hague Conferences he attended while he was in this duty were discussed in the study. The administrative, political and cultural structure of Mount Lebanon before it came under the rule of the Ottoman State was examined. It is mentioned that the Ottoman State established the Double District Governorship and then the mutasarrifate order, which ended the conflict between the Maronite and the Druze, the two main communities of the region. The aforementioned processes were reviewed until 1907, when Yusuf Pasha was appointed. Yusuf Pasha's last duties in the bureaucracy were to be the Minister of Post, Telegraph and Telephone, and then the Minister of Foreign Affairs in the Grand Vizier Tevfik Pasha Governments. These two ministerial duties of Yusuf Franko Pasha 28.12.1918 – 04.03. It covers the period between 1919. Yusuf Franko continued these difficult tasks in a country and capital occupied by the Allies. There are 124 cartoons in the album of Yusuf Franko, who is known to have drawn caricatures during the part of his life spent in Pera and collects these caricatures in an album.
