Abstract (EN)

In this study, at the end of the 18th century and in the early of the 19th century, the weakening of Ottoman Empire's central authority and economic declines that had occured as a result of continuous wars has been analysed.Losing its authority in the provinces, Ottoman Empire was forced to deliver people of provinces to powerful people and to governors such as Senators, Governor, Flag Officer.And provincial administrators behaved cruelly to the people by overtaxing apart from the State's.In addition, as a result of treaty of state officials who were assigned to the area and local powers, the concept of justice was failed. Also people couldn't seek justice. Wartime and peacetime taxes such as imdad-ı seferiyye and imdad-ı hazeriyye had been taken continuously and tekalif-i şakka type of taxes desolated people. Consequently, poor people suffering from heavy taxes, had been forced to leave their homeland or they participated movement of banditry. In this period, the concept of justice had started to lose its importance. Muslim Judge who was tasked with securing the justice collaborated with powerful people and they began to rob people. By the name of surname and harcı defter, Muslim Judge demanded overtaxing apart from the State. Keywords : Ottoman Empire, taxes, Judge, Governor, Justice
