Abstract (EN)

The attacks on certain targets in the USA on 11th September have put international terrorism at the top of the priority list of the security agenda in the USA and many other western countries. Since it also affected very deeply the international policies of these countries, these attacks have been regarded as a beginning of a new era in international relations. It seems that the USA has played a leading role in the fight against international terrorism. Changing national policies of the USA against counter terrorism have been based on the reforms on the intelligence, legal regulations and formulation of policies, internal or international. The reflections of these new policies on international level have been demonstrated with operations in Afghanistan and Iraq.Description and examination of effectiveness of these USA new security policies after September 11 is the subject-mater of this study. In this context, reflections of these policies on both national and international arena are reviewed. The examination will be with reference to national and international perceptions about the policies and the current status of the terrorist organizations. At the end of the study, some proposals have been made for more effective policies related to fighting against international terrorism by considering strategical mistakes on these policies.
