Judgment Books are one of the important classification of Ottoman Archives which are being transported all kinds of complaints and recorded these complaints' copies at provinces to govermental administrative center. These books are also called as Complaint Books.People in state mind has accepted as a holy trust from Allah to sultan in Ottoman administrative system. Because of this, aim of principal system of state, economical and social organization was providing security of guaranteeing victualing of people, life, merchandise, honor and probity. Ottoman Goverment knew that they had to stand for this object in order to keep prosperity nation wide. Moreover, they appreciated and judged all kind of complaints even from the lowest social groups as the actual western goverments could not even dream of. That is to say, most modern states' newly recognized "petition right" to their folks, has been started to recognize by Ottoman administration from date which state has established.Folks' complaints has being transported to central goverment or grand governor directly in early times, that is to say, 15. and 16. centuries. For that reason, early period complaint records has holded in local ?Şer'iyye? registers. As a result of increasing procedures in goverment bureaucracy, a new complaint book recording system has appropriated. Here, those books which has recorded at this objective, named "Judgment (Complaint) Books". Those books has started to being recorded from 18th century.Most of big cities' Judgement Books had recorded distinctly at goverment center.
