Abstract (EN)

The subject of this thesis is the realization of the Akkirman Agreement signed between Russia and the Ottoman State on 7 October 1826, the conduct of the negotiation activities and the analysis and application of the text signed as a result of these activities. In this direction, the weakness of the Ottoman Empire at the end of the 18th century and the beginning of the 19th century will be the subject of investigation. Especially, the period between 1792 Treaty of Jassy and 1829 Treaty of Adrionaple will be discussed. With the ultimatum sent by Tsar Nicholas on April 5, 1826, Russia said that the Treaty of Bucharest of 1812 was not fulfilled, and requested that the delegates to be sent to the border to discuss these substances. Due to the intensity of internal and external problems, the Ottoman Empire, who had no choice but to accept Russia's demands, sent Hadi Effendi and İbrahim İffet Effendi as delegates to Akkirman. At the end of the two-month negotiations with the Russian delegates Vorontsov and Ribeaupierre in Akkirman, a more severe treaty than the Bucharest Treaty was signed. Mahmut the second's declaration that Akkirman Agreement signed in order to save time was considered one of the causes of 1828-1829 the Ottoman-Russian War. 6 July 1827 The London Protocol and the October 20, 1827 Navarino Treaty resulted in the full implementation of the Akkirman Treaty, which was terminated by the Ottoman Empire and could not be fully exercised. As a matter of fact, the main articles of the Adrionaple Treaty were arranged directly with reference to Akkirman. The abstracts presented here are explained in full by archival documents, mostly by using the Hatt-i Humayun classification. In addition to these archival documents, the missing or incorrect information is corrected by taking advantage of the secondary sources. Keywords: Treaty of Akkirman, Tsar Nikola the first, Mahmut the second, Treaty of Bucharest, Hadi Effendi, İbrahim İffet Effendi, Mihail Semenovich Vorontsov, Alexander de Ribeaupierre, Navarin Disaster
