Abstract (EN)

In the Ottoman Empire, one of the most important foundations of central organization is Divan. (concil of state). In Divan (concil of state), political, military, economic and social issues of the state are discussed and decided. The judgements adopted on court are recorded on Muhimme Register after Emperor?s approval. Headed by Reis al- kuttab, Muhimme Register is written by clerks in Beylikçi Kalemi. For this reason, Muhimme Registeres are priceless documents including precious information for its age. For this reason; Muhimme Register, with number 190, which covers between 1203-1204 (H) /1789-1790 (A.D.) is of a quality of unique treasure chest which will enligten its age. Muhimme Register, with number 190, starts with accession of Selim III. and includes information about the first years of his sovereignty.Key words: Muhimme Register, Divan, Selim III.
