Abstract (EN)

Cities become the largest areas where human beings take place in modern times. Therefore, the population density increases day by day. As a result of this, apart from the areas opened to the settlement, the constructions and regions whose weak resistance is defined increase rapidly with a natural formation. According to researches in the Iskele District in Tuşba district of Van, which is the study area, in the records obtained, the structures in the region and thousands of m2 agricultural land were damaged due to the overflow of the Van Lake water level. People living in the region were negatively affected by this disaster. Despite this, certain solutions could not be obtained against the overflow of the Van Lake water level in these areas. With the support of the legal administrations of the period, the areas affected by flood were improved. After the great flood in Van Lake in 1995, the Council of Ministers declared a part of the risky areas between 1650-1655 meters around the lake in the Decree published in the Official Gazette numbered 95/6925. Existing buildings were evacuated by banning all the settlement actions to be carried out in these areas. In this context, disaster residences were built in the Şemsibey District of Tusba district for the victims affected by the disaster that occurred in 1994-95. The construction of the dwellings was examined and the applications in the disaster area were investigated within the framework of the legal, local and administrative practices of the period, and the socio-psychological conditions of the people in the region were also included in the research. The constructions were handled architecturally and technically and evaluations were made.
