Abstract (EN)

e-Government which appeared in parallel with the reconstruction in public administration and developments in information technologies allows public organizations offer public services to citizens, enterprises, employees by means of the opportunities provided by information technologies. e-Government consists of five stages according to quality of the services provided; these are information, interaction, operation, transformation and participation. e-Government applications gained speed across the world by 2000s. Countries such as Singapore, Australia, USA, and Southern Korea made significant progress in e-State applications. Turkey initiated e-transformation studies in 2003. Turkey put various projects such as MERNIS, VEDOP, GIMOP, UYAP, POLNET, Say2000i and MEBBIS, etc. in practice, to achieve targets of e-Alternation project in coordination with the Prime Ministry. In the light of current developments in health policies and health information systems applied by Ministry of Health, A ?Alternation in Health? Programme is initiated. In this sense, several information systems such as Saglik-Net (Health-Net), Basic Health Statistics Module (TSIM), Family Practice Information System (AHBS), Patient Rights Information System, Teletıp (Online-medicine), Hospital Information Systems, Core Source Management System (CKYS) are developed which are referred as e-Health.
